Canada: RCMP say Quebec man researched chemical weapons, planned attack for ISIS

Louay Angoud, 24, of Quebec City faces four terrorism-related charges after the RCMP alleged he communicated online with terrorist-group members, researched how to build a chemical weapon to poison Canadians, and intended to carry out an attack on behalf of the Islamic State. Police said the investigation began in April and found no evidence of an imminent attack, although Angoud allegedly had the knowledge to conduct one and was carrying a knife when arrested Wednesday.. Angoud appeared by video in a Quebec City court Thursday, where the Crown opposed his release, and is due back Sept. 28 to set a bail-hearing date. According to the RCMP, he has no legal status in Canada and no prior criminal record.

Analyst Comments: Chemical attacks are rare but can have significant impacts on houses of worship. Organizations can include chemical-agent incidents in emergency planning. They can talk through how they would respond to a suspected exposure, including evacuation, sheltering, notification, and coordination with emergency responders.
