These updates are shared to help raise the situational awareness of Faith-Based organizations to best defend against and mitigate the impacts from all-hazards threats including physical security, cybersecurity, and natural disasters.

FB-ISAO’s March 2024 Threat Level Update


Threat Levels Remain at Elevated

  • The Physical Threat Level is “ELEVATED.” ELEVATED means that FB-ISAO is unaware of any specific threats, but there is concern that an event is more likely than normal. We are also closely monitoring events and are considering an escalation to “SEVERE,” meaning that an event is highly likely, but decided to not escalate to that level at this time.
  • The Cyber Threat Level is “ELEVATED.” ELEVATED means that FB-ISAO is unaware of any specific threats, but there is concern that an event is more likely than normal.

The threat level announcement details the complex process FB-ISAO uses to develop the threat levels.

The threat level announcement also cautions that combat operations in Israel and Gaza are challenging to accurately follow in real time.

How (name omitted), a London Christian kid, became the Terrorist

This National Post article discusses the evolution and motives of a Canadian white nationalist terrorist that murdered four members of a Muslim family in the 2021 truck attack.

They were targets “because they were Muslims.” And they would pay. Hours later he would tell a police detective he hatched the plan for a hit-and-run attack months earlier by immersing himself in his own “research” on the Internet’s dark web and went “straight down the rabbit hole.” He kept his plans to himself and was exceedingly careful not to attract the attention of the authorities. He belonged to no group or white nationalist club. He would be “a lone wolf” for a greater cause… In his mind, this was his Crusade. This was war. “Thought I was going to be a revolutionary…”

Analyst Comments:

This article can help Faith-Based Organizations (FBO) understand the current threat environment.

The article shows how lone offenders do not “snap” but can be influenced by hate groups on the internet and sensational reporting of prior attacks. This attacker developed plans over time. Help in the early stages of a lone offender’s development or arrest in later planning stages can prevent an attack. Hopefully attack cycles of other lone offenders can be broken before an actual attack takes place.

This article also shows that all mass murders are not mass shooters. FBOs should also consider protecting against vehicle attacks.
