These updates are shared to help raise the situational awareness of Faith-Based organizations to best defend against and mitigate the impacts from all-hazards threats including physical security, cybersecurity, and natural disasters.
Faith-Based Security Advisory Council Meeting
The Faith-Based Security Advisory Council (FBSAC) met on 24 June 2024.
From the Faith-Based Security Advisory Council website:
“The Faith-Based Security Advisory Council (FBSAC) provides organizationally independent, strategic, timely, specific and actionable advice to the Secretary through the Assistant Secretary for Partnership and Engagement whom also serves as the DHS Faith-Based Organization Security Coordinator. The FBSAC provides advice and recommendations to the Secretary and other senior leadership on matters related to protecting houses of worship, preparedness and enhanced coordination with the faith community.”
FBSAC advice may include:
- Strategy and Policy
- Information-sharing and Coordination
- Programs and Initiatives
- Evaluation and Feedback
The agenda for the meeting was as follows:
- remarks from senior DHS leaders and an update on previous council recommendations and reports which are available here:
- (2) briefings, public comment, member deliberation, and voting on the three draft reports from the
- Combatting Online Child Sexual Exploitation and Abuse (CSEA),
- Countering and Responding to Targeted Violence and Terrorism,
- and Countering Transnational Repression Subcommittees (TNR).
The FBSAC was tasked to create these three subcommittees on January 5, 2024. The taskings can be found on the FBSAC website.

Mayya Saab, Executive Director of FB-ISAO is a member of the Faith-Based Security Advisory Council and participates by providing input on strategy and policy, information-sharing and coordination, programs and initiatives, as well as evaluation and feedback. Mayya Saab attended the 24 June meeting. Mayya served on the subcommittee tasked with making recommendations on countering transnational repression (TNR) and helped prepare the TNR report.
Secretary Blinken to Release 2023 International Religious Freedom Report
Secretary Blinken will deliver on-camera remarks for the release of the 2023 International Religious Freedom Report on Wednesday, June 26, 2024, at 11:30 a.m. Freedom of religion or belief is both a core American value and a universal human right. Mandated by the International Religious Freedom Act of 1998, the annual International Religious Freedom Report details the status of religious freedom in 199 foreign countries and territories and describes U.S. actions to advance religious freedom worldwide. The International Religious Freedom Report will be available to the public on www.state.gov following the Secretary’s remarks.
