Shooting Disrupts Our Lady of Guadalupe Family Fair in Midland 

Weekend Festivals Marred by Hostile Events 

A suspect has been charged with eight counts of second-degree murder after a car plowed into a crowd at a street festival celebrating Filipino heritage in Vancouver  on Saturday night killing at least 11 people in what police are calling “the darkest day” in the city’s history.  

On the evening of Saturday, April 26, 2025, a shooting occurred at the Our Lady of Guadalupe Family Fair in Midland, Texas. Shots were reportedly fired around 8:00 pm during a physical altercation involving multiple individuals, leading to panic among attendees and the immediate cancellation of the event. One person was hospitalized, though details about their condition remain undisclosed. The Midland Police Department is actively investigating the incident. 

Analyst Comments: Both incidents reveal the inherent risks at large public events, even those centered around family and community celebrations. Vehicle rammings and firearms are two attack vectors which continue to be utilized during live events. Members are encouraged the prioritize safety and security during the planning and execution of events, including performing threat assessments and coordinating with local law enforcement to identify potential risks.

‘It was scary’: Services resume at Murfreesboro church after bomb threat caused evacuation  

On Wednesday evening, April 24, 2025, a bomb threat forced the evacuation of New Vision Church in Murfreesboro, Tennessee, during a service attended by hundreds, including a youth group. Two teenagers have been charged with filing false police reports after allegedly posting the threat on social media. Although the situation was frightening, Executive Pastor Greg Freeman praised the church community for remaining calm and noted that evacuation plans, though never previously used, were effective. Murfreesboro police, K-9 units, and the Fire & Rescue Department responded quickly, but no bomb was found. Freeman expressed concern for the emotional impact on children and emphasized that causing panic can lead to injuries.  

Analyst Comments: The bomb threat at New Vision Church in Murfreesboro underscores the increasing dangers associated with threats issued through social media, particularly those aimed at large gatherings like religious services. While the threat turned out to be false, the resulting fear and disruption especially among children exposed the psychological and operational vulnerabilities that even well-prepared organizations must confront. The church’s orderly evacuation demonstrated the strength of its emergency planning; however, the incident also highlights the ongoing need for regular safety drills, improved communication protocols, and strong partnerships with local law enforcement.

Trump denies disaster aid, tells states to do more 

Under President Donald Trump, the federal government — through FEMA — has increasingly denied states’ requests for disaster aid following events like tornadoes in Arkansas, flooding in West Virginia, a windstorm in Washington, and Hurricane Helene in North Carolina. The administration is shifting its policy to reserve federal disaster support for only the most catastrophic events, such as massive hurricanes or attacks, urging states to take on greater responsibility for emergency management. 

State officials expressed shock and concern, noting that their requests met FEMA’s usual criteria. Leaders like Washington Gov. Bob Ferguson and city officials from Issaquah, WA, warned that the lack of federal aid would force tough local financial decisions. Critics argue that states cannot easily replicate FEMA’s role and that withholding federal support could worsen the impacts of disasters, especially as climate change intensifies them. State and local leaders are calling for clearer guidelines if the federal approach to disaster aid is being permanently changed. 

Analyst Comments: The Trump administration’s decision to limit federal disaster aid marks a significant shift in the U.S. government’s emergency management strategy. While the emphasis on states taking more responsibility for disaster recovery aligns with an argument for localized resilience and preparedness, it risks leaving vulnerable communities without adequate resources. Many states, particularly those with fewer financial resources, may struggle to fully manage the growing frequency and severity of natural disasters, exacerbated by climate change. 

The denial of aid, especially in cases that previously met FEMA’s criteria, could undermine public trust in federal support systems, particularly in rural or underfunded regions. As evidenced by the reactions from state leaders like those in Washington and Arkansas, the inconsistency in aid allocation and lack of clear communication about changing criteria create uncertainty. Moreover, by signaling that FEMA will no longer provide 100% matching funds or assist with certain recovery efforts, the administration may inadvertently strain state and local budgets, forcing them to divert funds from other essential services. 

Three Pittsburgh Residents Charged in Superseding Indictment with Conspiracy, Defacing and Damaging Religious Property, Making False Statements, and Possession of Destructive Devices 

A federal grand jury in Pittsburgh has returned a Superseding Indictment against three individuals, Mohamad Hamad, Tayla A. Lubit, and Micaiah Collins, on charges of conspiracy, defacing a religious building, making false statements to obtain a security clearance, and possessing destructive devices. Hamad, a member of the Pennsylvania Air National Guard, sought a Top-Secret security clearance while allegedly lying about his loyalty to the United States and expressing support for groups like Hezbollah and Hamas. During the investigation, Hamad and Collins also conspired to manufacture and detonate destructive devices, including pipe bombs. Lubit is accused of defacing Jewish religious property with anti-Zionist graffiti. The potential sentences for the defendants range from one to ten years in prison, depending on the charges. The investigation was conducted by the FBI, ATF, and Pittsburgh Police. 

Analyst Comments: This case highlights the critical importance of robust vetting systems for individuals in trusted roles. We have reported on many instances where employees and volunteers at houses of worship have taken advantage of positions of trust.  Faith-based communities are encouraged to implement background checks for employees and volunteers placed in positions of trust, and reenforce those safety measures with continuous monitoringand clear avenues for reporting suspicious activity. Internal safeguards such as anonymous tip lines and regular audits can help quickly identify fraudulent and/or potentially dangerous actions.

Workers in 600+ US Cities to Protest ‘Billionaire Takeover’ on May Day 

On 1 May protesters in over 600 cities across the United States are expected to converge for massive “May Day” protests. “There will be no business as usual while they are disappearing people off the street, slashing critical services, and taking away our freedoms,” said Saqib Bhatti, executive director of Bargaining for the Common Good. “They’re causing a crisis in our communities. We’re going to bring that crisis directly to their doorsteps.”  

Analyst Comments: The 2025 May Day protests come at a time when the threat landscape is very complex, with social, political, and religious issues both separately and collectively causing both stress, and legitimate threats. Executives being targeted, businesses being burned, and campus protesters being detained have all contributed to an environment where tensions are high, and the potential for peaceful protests to turn violent is a real threat.. If you plan to attend or organize a protest, it is essential to know safety tips in order to protest safely. Plan ahead, stay aware, use the buddy system, and stay calm. Meanwhile, houses of worship are encouraged to raise awareness levels if protests will be happening nearby, and report any suspicious activity to local authorities, and both terrorists and agitators have been known to leverage civil unrest to hide their intentions.

Threat to deport persecuted Christians hits close to home for North Carolina church 

A North Carolina church, Church of the Apostles in Raleigh, is urgently advocating for nearly two dozen Afghan Christian refugees facing imminent deportation from the U.S. despite having arrived legally and under documented threat of persecution from the Taliban. Seminary student Julie Tisdale, alongside church members, has engaged lawmakers and the media, highlighting the refugees’ lawful status, peaceful integration, and the severe danger they would face if returned to Afghanistan including torture and death for their conversion to Christianity. The deportation threat follows the U.S. government’s decision not to renew Temporary Protected Status for thousands of Afghans. Faith leaders, including Franklin Graham, have also appealed to Washington, seeking a delay and review of these cases. Tisdale emphasizes the moral and constitutional duty to protect these individuals, urging public prayer and advocacy to preserve their right to safety, religious freedom, and the pursuit of a peaceful life in America. 

Analyst Comments: This case illustrates the complexity and fragility of refugee protection systems, particularly for individuals facing credible threats of violence due to religious beliefs. Faith-based advocacy effort showcases the growing influence in faith communities in shaping immigration discourse. Proposal Would Make Qualifying for Emergency Declarations More Difficult   

A memo from acting FEMA administrator Cameron Hamilton, outlines a long list of recommendations for President Trump to follow that could drastically reduce the number of emergency declarations the President approves, and the amount of federal assistance doled out to cities and states hit by natural disasters. The memo proposes dramatically raising the threshold for states to qualify for public assistance, effectively quadrupling the amount of damage a community must suffer in order to receive federal aid. 

The proposal also recommends reducing the share of recovery costs the federal government will pay, limiting the types of facilities eligible for assistance and denying all major disaster declarations for snowstorms. North Carolina Emergency Management spokesman Justin Graney told CNN the proposed increase was “alarming”, while Karina Shagren, communications director for the Washington Military Department, which oversees the state’s emergency management indicated that they are “anticipating that states are going to have to take on a larger burden to respond to emergencies. We just need some clarity. We’re trying to develop a path forward without really knowing what the path looks like.” There has not been any indication at this time that the proposal will be enacted.

By proposing a substantial increase in the threshold for disaster declarations and a reduction in the federal share of recovery costs, the memo outlines a significant change in the structure and funding of disaster relief efforts. Although the proposal has not yet been implemented, it indicates a potential move toward a more decentralized, state-led approach to emergency response. Stakeholders across all levels of government should stay informed, evaluate the financial implications, and begin preparing for possible adjustments to federal disaster aid policies.

US Justice Department cancels hundreds of grants for police, crime victims  

The U.S. Justice Department has abruptly canceled at least 365 grants from its largest grant-making division, the Office of Justice Programs, affecting initiatives that supported police mental health, crime victims (including transgender individuals), human trafficking survivors, juvenile delinquency prevention, and hate-crime reporting. FB-ISAO was among the organizations who had a grant cancelled.  

These cuts, which occurred without warning, reflect the priorities of President Donald Trump’s administration, according to Attorney General Pam Bondi. While affected grantees were given 30 days to appeal, many organizations expressed concern over the severe impact on services like hotlines, shelter programs, and re-entry initiatives. Though the department claims it aimed to preserve core victim services and target only programs it deemed misaligned with its goals, critics argue the decision will leave vulnerable populations at greater risk. The cuts did not yet affect all Justice Department grant offices, such as the Office of Community Oriented Policing Services. 

Analyst Comments: In today’s uncertain funding environment, especially following the recent cancellation of federal grants, churches involved in community service face growing pressure to adapt. Dependence on government support has become increasingly precarious, particularly for programs tied to social justice and marginalized communities. Many faith-based organizations are exploring alternative sources of support ranging from private philanthropy to local partnerships—as a way to maintain their outreach. Collaborations among churches and with nonprofit groups appear to be gaining traction, offering opportunities for shared resources and a unified voice in the public sphere. At the same time, there’s a growing emphasis on demonstrating measurable impact, as both funders and policymakers seek evidence of effectiveness. As shifts in national priorities continue, churches remain uniquely positioned to influence the conversation around community care and justice.  

Cyber Criminals Exploit Pope Francis Death to Launch Global Scams 

Cybercriminals are exploiting false news about Pope Francis’s death to launch a wave of global scams, according to Check Point Research. These attacks use emotionally charged fake news and AI-generated images to trick users on platforms like TikTok and Instagram, luring them to phishing sites that impersonate legitimate pages such as Google. The scams aim to steal personal information or push fraudulent offers, such as fake gift cards. This tactic, known as “cyber threat opportunism,” reflects a broader trend of attackers capitalizing on major news events to manipulate public curiosity and spread malicious content. 

Analyst Comments: Cybercriminals know that emotionally charged events like the death of a world figure can lower guards. These scams rely on people acting before thinking. With the rise of generative AI, fake images, voiceovers, and video clips this can allow scams to appear authentic. It is important to verify before you click, think before sharing, use multi-layer security, and stay educated on tactics that can be used to scam.

Understanding and mitigating the risk of fraud in not-for-profit organizations 

Not-for-profit organizations often operate with limited staff, tight budgets, and a heavy reliance on external funding and volunteers, all of which can leave them surprisingly open to fraud. Common internal schemes include financial statement manipulation where leaders falsify records to appear healthier and attract more donations asset misappropriation such as embezzlement by staff tasked both with recording and depositing funds, and corruption through vendor kickbacks or bribery. The 2024 ACFE report found that not-for-profits experienced 164 fraud cases with a median loss of $76,000 and an average loss of $611,000, and were the most frequently fined of all organizational types. These frauds are driven by the “fraud triangle” factors of pressure, opportunity, and rationalization. Limited oversight relying on volunteer boards without deep financial expertise further exacerbates risk. To safeguard their missions and reputations, not-for-profits must strengthen internal controls, clarify segregation of duties, enhance oversight, and foster an ethical culture that discourages fraudulent behavior. 

Analyst Comments: By examining how the fraud triangle elements manifest in the not‑for‑profit context and by leveraging both cultural and technological levers organizations can develop targeted, cost‑effective strategies to safeguard assets and maintain donor confidence.  

More Than 170 Christians Killed During Lent, Easter in Nigeria 

On April 22, 2025, the International Christian Concern (ICC) reported that over 170 Christians were killed in Nigeria during the Lent and Easter seasons. Key points include: 

• Timeframe: Attacks occurred between February and April 2025, encompassing the Christian holy periods of Lent and Easter. 
• Location: Violence was concentrated in Nigeria’s Middle Belt and the North, particularly in the states of Plateau, Kaduna, Benue, and Zamfara. 
• Perpetrators: Militant Fulani herdsmen and Boko Haram-affiliated jihadist groups were primarily blamed for the massacres, often targeting villages and churches. 
• Methodology: Attackers used firearms, machetes, and arson raiding homes, burning churches, and killing worshippers both during services and in their residences. 
• Victim Profile: The majority of victims were unarmed civilians’ men, women, and children attending Easter services or displaced Christians living in makeshift camps. 
• Displacement: The violence forced thousands of Christians to flee their homes; many sought refuges in camps with inadequate food, shelter, or medical care. 
• Government Response: Critics argue that Nigerian security forces have been slow to respond or have failed to protect vulnerable communities, leading to calls for more robust intervention. 
• International Reaction: The ICC and other rights groups have condemned the attacks and urged the Nigerian government and international community to take decisive action to protect religious minorities and hold perpetrators accountable. 

Analyst Comments: Attacks timed to coincide with Lent and Easter periods of heightened vulnerability when congregation gather amplify fear within the community. This pattern mirrors previous incident in Nigeria suggesting militant groups deliberately exploit religious observances to maximize casualties and psychological trauma. As we noted in our recent Threat Level Statement “We continue to have concerns over the widespread acts of hostility and open threats to faith-based organizations based on their religious identity and political beliefs – (including antisemitism, islamophobia, anti-Christian, anti-Hindu and anti-Sikh sentiment, etc.), which can be heightened in this period of major holidays for many religions around the world.” Protecting houses of worship during high‑risk periods of major religious observances requires a multi‑layered strategy that blends physical security measures, community engagement, and coordination with authorities. Evacuation orders lifted as fast-moving New Jersey wildfire burns 

A fast-moving brush fire ignited Thursday afternoon near Exit 80 on the Garden State Parkway in Jackson Township, Ocean County, New Jersey. Dry, windy conditions helped the flames spread quickly into adjacent wooded areas. Officials ordered the evacuation of approximately 300 homes in the Eagleswood and Forked River areas. Southbound lanes of the Garden State Parkway were shut down for several hours to allow emergency vehicles to access containment lines and protect motorists. More than a dozen fire companies along with state forest fire service crews deployed engines, water tenders, and bulldozers. Aerial water drops from state helicopters aided ground crews in creating firebreaks. Early estimates reported that around 200–250 acres of pine barrens and brush were scorched. No civilian injuries have been reported, but three firefighters sustained minor heat-related injuries and were treated on scene.

FB-ISAO’s Collaboration With Those Who are Lone Defenders 

On April 2, 2025, the Faith-Based Information Sharing and Analysis Organization (FB-ISAO) concluded a series on “Standing Up Teams” with a session titled “When You Can’t / Don’t Have a Team.” The discussion focused on how individuals often alone in their role can still contribute meaningfully to the security of their house of worship, even without a formal team.

Antisemitic Incident Data Breaks All Previous Annual Records in 2024 for the Fourth Year in a Row 

The ADL reported that antisemitic incidents in the U.S. reached a record high in 2024, continuing a four-year upward trend. There were 9,354 incidents of antisemitic assault, harassment, and vandalism, marking the highest number since the ADL began tracking in 1979. This represents :

• 5% increase from 2023 (another record-setting year), 
• 344% increase over five years, and 
• 893% increase over ten years. 

Israel-Related Incidents: For the first time, a majority (58%) of all antisemitic incidents were linked to Israel or Zionism, with 2,596 incidents occurring at anti-Israel rallies that included antisemitic rhetoric (e.g., glorifying violence, conspiracy theories, Nazi comparisons). 

• Organizers: The groups Students for Justice in Palestine (SJP) and the Party for Socialism and Liberation (PSL) were the most active in protests involving antisemitism. 
• Assaults: 196 incidents (21% increase); 30% targeted Orthodox Jews. No fatalities. 
• Vandalism: 2,606 incidents (20% increase); 37% involved swastikas. 
• Harassment: 6,552 incidents, including 647 bomb threats. 
• College campuses: 1,694 incidents, up 84% from 2023. 
• Public areas: 3,452 incidents, a 19% increase. 
• Jewish institutions: 1,702 incidents (down 14% overall), but assaults and vandalism increased. 
• Bomb threats: 627 directed at Jewish institutions, especially synagogues. 
• Top states: New York (1,437 incidents) and California (1,344). 
• Top cities: New York City (976), Los Angeles (297). 
• 962 incidents (down 17%), with 94% linked to Patriot Front, Goyim Defense League, and White Lives Matter. 

Analyst Comments: This data demonstrates that antisemitism is not just persisting, but it’s adapting and embedding itself in broader protest movements and public discourse. The sharp increase in incidents linked to anti-Israel sentiment post-October 7 highlights how global events directly influence domestic hate trends. The 84% spike in campus-related antisemitic incidents is deeply concerning, while acknowledging nuanced differences between antisemitism and support for Palestinians are not always accurately depicted. Some of those differences, as well as the protection of the first amendment will be on display as Harvard’s lawsuit against the Trump administration plays out.  

Security spending at many US Jewish schools has soared since Oct. 7 — study 

Following the October 7, 2023 Hamas attack in Israel, Jewish day schools across the United States have significantly increased their security expenditures due to heightened antisemitic threats. A study by Teach Coalition revealed that average annual security spending at these schools rose by 47%, from approximately $215,560 to $315,943. This increase translates to about $854 per student, with security now comprising 2.35% of the average school’s budget. Notably, 40% of students are now subject to security fees averaging $367 per pupil. 

The surge in security costs is attributed to the implementation of enhanced safety measures, including the hiring of additional security personnel, installation of surveillance systems, and fortification of school facilities. These measures are essential to ensure the safety of students and staff amidst the rising tide of antisemitic incidents.  

In response to these escalating threats, the U.S. government has increased funding for the Nonprofit Security Grant Program, allocating a record $454.5 million to support security enhancements at religious institutions, including Jewish schools. This funding aims to alleviate the financial burden on educational institutions and ensure the continued safety of their communities.

How a security gap at FSU heightened students’ fears even with the speedy police response 

 Following the April 18, 2025, mass shooting at Florida State University (FSU), students are demanding stronger campus safety measures particularly functioning locks on classroom doors. Meghan Bannister and Sarah Walker, students caught in a lockdown during the shooting, were under the impression that their classroom doors couldn’t be locked, which intensified panic among students. Their experience, along with others reporting similar vulnerabilities, led to a student-led petition that has gathered nearly 30,000 signatures, calling for operational locks on all classroom doors. 

In the confusion about the presence of locks many students reported using makeshift barricades or relying on faculty to hold doors shut. Experts, like security consultant Brian Higgins and CNN analyst Juliette Kayyem, noted that while locks alone can’t prevent every tragedy, they are a basic and crucial layer of safety in active shooter scenarios.  

“During a lockdown situation, like on April 17, doors in the HCB Building lock immediately as they are part of our electronic locking system that is centrally managed,” FSU spokesperson Amy Farnum-Patronis did clarify to CNN.  

Analyst Comments: Conducting after action reviews following an incident (both cyber and physical) is a crucial step in developing resilience. This incident also shows the importance of conducting full drills. While discussion-based exercises are an important part of any organization’s resilience plan, physically conducting steps of a plan can demonstrate where gaps exist. A lockdown drill could have identified the potential for confusion around the existence of door locks. Given the panic the perceived lack of locks caused, and the confusion on the part of both students and faculty, it shows that highlighting existing security protocols as a part of emergency communications can help mitigate undue chaos and anxiety. 

What is a Christian Warrior? Shooting of Kansas priest draws security YouTuber’s attention 

The article explores the rise of church security concerns in the U.S., focusing on the YouTube channel Christian Warrior hosted by former police officer, and FB-ISAO member Keith Graves. Following the recent fatal shooting of a Kansas priest, Graves posted a video warning of increased threats to churches. His channel combines religious faith with tactical defense training, promoting preparedness against potential attacks while emphasizing prayer and responsible conduct. 

Graves rejects vigilantism and says his aim is to protect, not provoke violence. While his content highlights real church attacks, some question whether it fuels unnecessary fear or offers helpful awareness. The piece reflects on the tension between faith, security, and America’s gun culture leaving it up to the reader to decide whether such warnings are prudent or panic-inducing. 

Analyst Comments: It is important to be prepared, especially given recent acts of violence in religious spaces. Faith-based organizations should discuss within their organizations about establish a security plan, form a safety or security ministry team, educating the congregation, collaboration with local authorities, and connect with other faith groups. Pro-Al-Qaeda social media user urged supporters to ‘Bury the Zionists and Crusaders’ and ‘Pursue them with death’ in ‘the infidel West and criminal America’ 

A pro-AI-Qaeda social media account shared a post titled “O peoples of Islam, today is the day of epic battle.” The message called on followers to attack Zionists and Western forces in territories they claim are under occupation, stating they should be driven out “with bullets and the fire of retribution”, claiming that “what was taken by force can only be reclaimed by force.” The post further incited violence, urging, supporters to “hunt them down, even in their homes and hideouts.” 

Analyst Comments: The phrase “O peoples of Islam, today is the day of the epic battle” reflects an effort to invoke a religious narrative, presenting the conflict as a divine or historical duty. By instructing supporters to “pursue them with death, even in their homes and dens,” the source promotes decentralized and potentially lone actor attacks. This mirrors the strategic shift seen in many extremist networks from organized plots to encouraging individual acts of violence that are harder to detect or prevent. The U.S. Secret Service National Threat Assessment Center (NTAC) is pleased to announce a presentation on our latest publication, First Baptist Church of Sutherland Springs: A Case Study on the Link Between Domestic Violence and Mass Attacks. Releasing on April 23, 2025, this behavioral case study examines the background and behavioral history of a gunman who killed 26 people, including his wife’s grandmother, and wounded an additional 22 others in an attack at a church in Texas. In this presentation, NTAC researchers will discuss this attacker’s long history of domestic violence, child abuse, and sexual violence perpetrated against friends, family members, and others. 

Wildfires Pose Growing Threat to Drinking Water Safety 

A new study by the University of Technology Sydney (UTS) warns that wildfires pose a serious threat to drinking water safety, especially during its distribution from treatment plants to homes. The research, published in Science, highlights how wildfires can introduce over 50 harmful volatile organic compounds (VOCs) into water systems mainly through heat-damaged plastic pipes or smoke infiltration. One major concern is benzene, a known carcinogen, which was found in alarming amounts in post-wildfire water samples like in Santa Rosa, California, where unsafe levels persisted nearly a year after a 2017 wildfire. Researchers urge immediate action, especially in wildfire-prone areas like Los Angeles, recommending stricter monitoring, testing, and setting limits for wildfire-related contaminants. They emphasize that climate change and urbanization will only intensify these risks, making it critical to ensure water safety for public health. 

Analyst Comments: The increasing frequency and intensity of wildfires demand a shift in how we approach water safety. Property owners in wildfire-prone regions are encouraged to review their local water system, especially whether they rely on plastic piping, which is more susceptible to VOC contamination after fire exposure. Installing point-of-entry or under-sink activated carbon filtration systems can help remove certain volatile organic compounds, including benzene, as a short-term protective measure. Safeguarding drinking water from wildfire suggests, better infrastructure, smarter household practices, and tighter coordination between governments and communities 

2025 Hurricane Season Outlook: Not Quite 2024, But Above-Average US Landfall Threat 

The Weather Company and Atmospheric G2 have released their outlook for the 2025 Atlantic hurricane season, projecting an above-average level of activity. The forecast anticipates 19 named storms, including nine hurricanes and four major hurricanes (Category 3 or higher), surpassing the 30-year average of 14 named storms, seven hurricanes, and three major hurricanes. While the total number of storms may be slightly lower than in 2024, the threat of U.S. landfalls remains elevated. Long-range models suggest that atmospheric patterns could steer more hurricanes toward the U.S. coastline, with an estimated three hurricanes potentially making landfall in 2025. Sea surface temperatures in the Gulf of Mexico and the Caribbean Sea are warmer than average, though not as high as in 2024. Conversely, the eastern Atlantic’s Main Development Region (MDR) exhibits near-average or slightly cooler temperatures, which could moderate storm development in that area. The El Niño–Southern Oscillation (ENSO) is expected to remain in a neutral phase during the peak of the hurricane season (August through October), neither enhancing nor suppressing hurricane activity. Given these projections, residents in hurricane-prone regions are advised to prepare accordingly, as even a single landfalling hurricane can have significant impacts. 

Analyst Comments: Warming oceans and shifting climate patterns are lengthening and intensifying hurricane seasons and 2025 is part of that trend. 2025 has potential to be an impactful season, particularly given some of the actual, and anticipated operational changes at FEMA. Some experts have raised concerns about potential forecasting challenges with staff downsizing at the National Weather Service, while the Trump administration has indicated FEMA will be taking a step back in disaster recovery beginning on Oct. 1. Whether any of these changes have a long term positive or negative impact, the drastic operational changes have the potential to be disruptive in this first year.

CISA Releases Guidance on Credential Risks Associated with Potential Legacy Oracle Cloud Compromise 

CISA issued an alert on April 16, 2025, addressing potential risks associated with the compromise of legacy Oracle Cloud environments. While the full scope remains unconfirmed, CISA highlights concerns over exposed or hardcoded credentials such as usernames, passwords, authentication tokens, and encryption keys that could lead to unauthorized access if misused. CISA emphasizes that the compromise of such credentials can lead to privilege escalation, lateral movement within networks, access to cloud and identity management systems, phishing campaigns, and the resale of stolen data. Organizations are urged to take immediate action to mitigate these risks. 

Key Recommendations from CISA:

• Credential Reset: Immediately reset passwords for any affected users, especially those whose credentials are not federated through enterprise identity solutions.  
• Code and Script Review: Examine source code, infrastructure-as-code templates, automation scripts, and configuration files for embedded credentials.  
• Enhanced Monitoring: Implement continuous monitoring to detect unauthorized access and anomalous behavior.  
• Access Control Strengthening: Apply the principle of least privilege and enhance logging mechanisms to detect anomalies and prevent future breaches 

60+ Faith-Based, Civil Rights and Human Rights Groups Oppose Sen. Cassidy’s Probe of American Muslims for Palestine 

More than 60 national, regional, and local faith-based, civil rights, and human rights organizations—including Muslim, Jewish, and Christian groups—signed a joint letter opposing Senator Bill Cassidy’s investigation into American Muslims for Palestine (AMP). The letter accuses the senator of launching a politically motivated probe rooted in disinformation and Islamophobic, anti-Palestinian tropes. 

Key Points: 

• Context: The letter responds to Senator Cassidy’s March 27 HELP Committee remarks, where he accused AMP and pro-Palestinian student protesters of antisemitic behavior and announced plans to investigate AMP. 
• Defense of AMP: The signatories affirm AMP’s commitment to nonviolent advocacy and its right to protest U.S. foreign policy, especially regarding Palestinian human rights. 
• Free Speech Concerns: They warn the investigation threatens constitutionally protected speech and mirrors the McCarthy-era suppression of dissent.

Demands:

The signatories reject the idea that student protests are orchestrated externally, asserting they reflect genuine American outrage at U.S. complicity in Palestinian civilian suffering.

As more religious communities speak out on Palestine, these groups are likely to become key players in shaping the discourse around dissent, surveillance, and civil liberties in America. Organizations and individuals who protest this conflict, or any other cause are encouraged to do so safely, as we have seen plenty instances of violent clashes amongst protester groups in recent years. 

Countries Agree on Treaty Aimed at Preventing Global Health Crises 

The article from The New York Times reports that after over three years of negotiations, the WHO member states have reached a legally binding agreement to bolster global preparedness for future pandemics. This pact, shaped by the devastating impact of COVID-19 from 2020 to 2022, aims to enhance international coordination and resilience against emerging pathogens. Key proposals include creating a pathogen access and benefit-sharing system, diversifying global research capabilities, and establishing a robust global supply chain and logistics network. The agreement also emphasizes the importance of strengthening health systems’ readiness. Despite the United States withdrawing from the WHO and exiting negotiations under President Donald Trump’s administration earlier this year, the agreement is seen as a significant victory for multilateral cooperation and the global health body. The final proposal will be discussed at the World Health Assembly in May. Global health expert Nina Schwalbe hailed the deal as a historic affirmation of international collaboration, showcasing commitment from countries even in the absence of U.S. participation. 

Analyst Comments: The emphasis on pathogen data sharing is a step in the right direction, but only if there’s a parallel investment in trust-building. Countries won’t share sensitive health data unless they’re guaranteed fair access to the benefits like vaccines and diagnostics that come from it. The treaty lays out an ambitious vision for global pandemic coordination, but its success hinges on equitable participation.

Cyber bipartisanship on the brink 

This article from Axios discusses the challenges facing bipartisan cooperation in U.S. cybersecurity policy during President Trump’s second term. While cybersecurity has traditionally been a bipartisan issue, recent actions by the Trump administration, such as investigations into former CISA Director Chris Krebs and staff cuts at CISA, have created divisions among lawmakers. Despite these challenges, some Republicans, like Rep. Mark Green, maintain that bipartisanship in cybersecurity is not over, though public support for such efforts may be limited. Cybersecurity has typically avoided partisan gridlock because cyberattacks affect constituents across the political spectrum. However, tensions stemming from the 2020 election and the politicization of CISA’s election disinformation efforts have changed the landscape. The upcoming reauthorization of the Cybersecurity Information Sharing Act, which facilitates cyber threat information sharing, will be a key test of continued bipartisan support for cybersecurity initiatives.

Pa. Gov. Shapiro was targeted for ‘what he wants to do to Palestinian people’: warrant 

On April 13, 2025, a fire was deliberately set at Pennsylvania Governor Josh Shapiro’s official residence in Harrisburg during the Jewish holiday of Passover. The fire caused significant damage but no injuries, as Shapiro and his family were safely evacuated. The suspect, 38-year-old Cody Balmer, was arrested later that day and faces multiple charges, including attempted murder, terrorism, aggravated arson, and assault. According to authorities, Balmer used homemade Molotov cocktails to ignite the fire and expressed violent intentions toward Shapiro. He reportedly admitted to harboring hatred toward the governor and had planned to attack him with a hammer if they had encountered each other. Balmer has a history of mental illness, including bipolar disorder and schizophrenia, and was not taking his prescribed medication at the time of the incident. The FBI is investigating the motive, including potential antisemitism, as Shapiro is Jewish and the attack occurred after a Passover seder. Governor Shapiro condemned the violence, emphasizing the need to address political violence in society. The incident has drawn national attention and raised concerns about the safety of public officials.

Analyst Comments: The arson attack on Governor Shapiro reflects an emerging domestic threat vector in which global conflicts, particularly the Israel-Hamas war, are being internalized by unstable or radicalized individuals and translated into violence against U.S. officials. This incident fits a growing pattern in which U.S. officials Jewish, Muslim, or otherwise have become focal points of anger or aggression tied to Middle East tensions. As the war drags on, both real and imagined affiliations with either side are becoming flashpoints for lone-actor violence.

CISA Braces for Major Workforce Cuts Amid Security Fears 

CISA is facing potential massive workforce cuts, with up to one-third (approximately 1,300 employees) possibly affected. DHS has given employees until midnight on Monday to decide whether to stay, accept a deferred resignation, take early retirement, or accept a separation payout. This abrupt move has created significant uncertainty and fear among staff. 

The atmosphere at CISA is described as “tumultuous” and “unnerving,” with many employees considering private-sector jobs due to the instability. The planned cuts are broader than previous ones, which had mostly targeted election security and misinformation teams. Now, critical mission divisions risk becoming severely understaffed, potentially weakening the federal government’s ability to protect infrastructure sectors like energy, water, and transportation. 

Though CISA is offering support options during this transition, cybersecurity experts warn that these cuts could leave U.S. critical infrastructure increasingly vulnerable to cyberattacks. It remains unclear how many employees have already accepted the resignation or payout offers. 

Analyst Comments: Cutting a third of CISA’s workforce is risky as they are essential in protecting the nation’s most critical systems. With cyber threats growing in both scale and complexity, undermining the government’s primary cybersecurity agency could have serious and lasting national security repercussions. Recent hospital violence fuels effort to create workplace protections 

Recent incidents of workplace violence in hospitals and clinics have intensified efforts to establish federal protections for healthcare workers. Despite healthcare professionals consistently ranking among the most likely to experience workplace threats or assaults, there is currently no nationwide mandate requiring health systems to conduct hazard assessments, provide safety training, or inform employees of their rights. 

In response, Senator Tammy Baldwin (D-Wis.) and Representative Joe Courtney (D-Conn.) have introduced legislation aimed at requiring healthcare employers to develop and implement workplace violence prevention plans. These standards would apply to over 300,000 establishments, including hospitals, home health agencies, emergency medical teams, and behavioral care facilities, with an estimated annual compliance cost of $1.22 billion.  

This legislative push follows several high-profile violent incidents in medical settings and reflects heightened public and legislative concern about the increasing spillover of societal violence into healthcare environments. Many hospitals are already investing in physical security upgrades, and over 60% reportedly have violence prevention plans in place, according to the American Hospital Association. 

Analyst Comments: Violence against healthcare workers is no longer a series of isolated incidents it’s a widespread, systemic issue. Establishing a national mandate would create consistent safeguards and ensure a safer working environment across all healthcare settings. In order to protect healthcare workers it is important to develop and implement workplace violence prevention plans, have training programs, improve physical security, and strengthen the reporting and response systems.  

Report reveals escalation of violence against Christians in the Holy Land 

The Rossing Center, an interfaith organization in Jerusalem, released a 2024 report documenting 111 cases of harassment and violence against Christians in Israel and East Jerusalem. These include 47 physical assaults, mostly spitting, often directed at visibly religious individuals like priests and nuns. There were also 35 cases of vandalism and desecration targeting churches and monasteries, including graffiti, arson, and defacement of Christian symbols.  

Key findings and concerns: 

• The violence is largely attributed to young ultra-Orthodox and national-religious Jewish men. 
• Incidents are underreported due to fear and distrust in authorities. 
• Christian leaders have faced demands to remove crosses from public spaces. 
• Nearly 48% of young Christians under 30 are considering emigration due to discrimination and violence. 
• Christians feel increasingly marginalized, especially in East Jerusalem, where settlement policies are expanding. 
• There is also concern about inequitable taxation affecting Christian institutions. 
• In northern Israel, organized crime has disproportionately impacted Christian communities due to lack of state protection. 

The report emphasizes the need for education to combat stereotypes and promote religious coexistence. Without strong measures, it warns of a significant decline in the Christian presence in the Holy Land, with serious consequences for interfaith relations globally. 

Analyst Comments: The rise in physical assaults, especially the repeated spitting on clergy members, reflects a broader culture of intolerance and hostility. Such attacks often start as subtle forms of discrimination and gradually escalate into more violent acts, indicating a deeper issue within certain segments of Israeli society, particularly among the ultra-Orthodox and nationalist groups. In order to protect Christian communities, there should be stronger law enforcement, educational programs, protection of religious sites, advocacy for religious freedom, and support for Christian community. In our most recent Threat Level Statement, published on 31 March 2025 we speak to the general sense of increased intolerance across society, which is impacting threats to faith-based communities across the board.
